Health Facility Assessment 2017-18

The Government of Punjab, Primary & Secondary Healthcare Department (P&SHD) is implementing Punjab Health Sector Reform Project (PHSRP) sponsored by World Bank (WB). Health Facility Assessments (HFA) is a legal covenant of PHSRP under Project Appraisal Document (PAD) signed with World Bank, and aims at assessing and evaluating the existing status of healthcare facilities, measuring progress over time.

Two HFAs have been conducted in recent past. First HFA was conducted back in year 2012 which encompassed only MNCH services whereas second HFA was conducted in 2014 and covered Essential Package of Health Services for Primary Health Care (EPHS-PHC) facilities and community based services. EPHS-PHC was notified in February 2014 and the Essential Package for Health Services Secondary care (EPHS-SHC) in August 2015. In this context the government has planned a HFA to provide post EPHS implementation baseline for measuring progress over time to reach the benchmarks set by EPHS as well as the Minimum Service Delivery Standards (MSDS) as envisioned in EPHS document. PSPU has been providing its technical support for HFA assessment conducted in the past. Now, PSPU is playing a lead role for HFA assessment 2017 from inception to completion of the task. The study will provide the comprehensive baseline for measuring progress overtime to reach the EPHS benchmarks for primary and secondary health care services.

Objectives

The objectives of the evaluation are to:

  • Assess the availability and readiness  as well as quality of care at PHC and SHC facilities
  • Conduct management review with specific reference to establishment of district health authorities
